Plain English Summary

2/10 complexity

This declaration removes Horticulture Australia Limited (HAL) from its two official roles managing Australia's horticulture industry, effective 3 November 2014.

Specifically, it:

Strips HAL of its status as the "industry services body" — meaning it can no longer collect compulsory levies from growers or administer marketing and research & development programs for fruits, vegetables, nuts and nursery products.
Strips HAL of its status as the "industry export control body" — meaning it can no longer manage export controls and quality assurance for horticultural products sent overseas.

The Minister for Agriculture made this declaration using powers in the Horticultural Marketing and Research and Development Services Act 2000, which allows the Minister to decide when a company should stop performing these statutory functions.
