The VET provider ceased to provide an eligible VET course of study to a student who was enrolled as a VET student in one or more VET units of study forming part of an eligible VET course of study with the VET provider if: (a) all of the following apply: (i) the course did not start on the day the course was scheduled to start, or on a later day agreed between the VET provider and the student; (ii) the student did not withdraw from the course before the day applying under subparagraph (i);
