Plain English Summary

1/10 complexity

This document is a formal Proclamation by the Governor-General that switches on specific parts of the Higher Education Support Amendment (Streamlining and Other Measures) Act 2012.

What it does:

Sets the commencement date: It fixes 1 January 2013 as the day when Schedules 1, 3, and 4 of the Amendment Act take legal effect.
Activates the law: Without this Proclamation, those parts of the Act would remain inactive. This document formally triggers the streamlining measures and other reforms contained in those Schedules.

Who it affects:

Australian universities, higher education providers, and students receiving Commonwealth support, as the commenced provisions alter administrative and funding arrangements for tertiary education.

Why it matters: This is the legal mechanism that determines when Parliament's policy changes actually become operational law. It ensures the sector knows exactly when the new rules begin (New Year's Day 2013).
