Plain English Summary

1/10 complexity

This instrument sets a spending cap on a specific type of financial help the government gives to universities and higher education providers.

What it does:

It limits the total amount of "special purpose advances" that can be paid in any year to $25 million.
These advances are a form of short-term financial assistance (essentially loans or cash flow support) provided to higher education institutions under the Higher Education Support Act 2003.

Why it matters: This creates a hard budget limit, ensuring that the government cannot spend more than $25 million annually on these particular advance payments, regardless of how many institutions apply or qualify for them.
