Plain English Summary

1/10 complexity

What this does:

These regulations set the fees for higher education providers seeking to operate in Australia's external territories (such as Norfolk Island, Christmas Island, or the Cocos Islands).

Specifically, it prescribes two types of non-refundable fees:

$40,000 — for an organisation to become a "self-accrediting entity" (meaning they can approve their own courses without government review for each one)
$10,000 — for each individual course that needs specific accreditation approval

Who it affects:

Universities and higher education providers wanting to establish operations in external territories, rather than mainland Australia.

Why it matters:

It establishes the upfront financial cost of entering these remote education markets. The fees must be paid when the application is lodged (not after approval), meaning providers bear the financial risk even if their application is rejected.
