#### 19 Functions and powers of the Chief Executive and Principal Registrar (1) The Chief Executive and Principal Registrar has the function of acting on behalf of, and assisting, the Justices in the administration of the affairs of the High Court under section 17 and has such other functions as are conferred on him or her by this Act or are assigned to him or her by the Court. (2) The Chief Executive and Principal Registrar has power to do all things that are necessary or convenient to be done for or in connection with the performance of his or her functions and, in particular, has power, on behalf of the Court, to give directions, by legislative instrument, for the purpose of regulating the conduct of persons on any land or in any building referred to in paragraph 17(2)(d). (3) Directions under subsection (2) commence at the start of the day after the day they are registered under the Legislation Act 2003. (6) A person who contravenes or fails to comply with a direction in force under subsection (2) commits an offence. Penalty: 1 penalty unit. (6A) Subsection (6) is an offence of strict liability. > Note: For strict liability, see section 6.1 of the Criminal Code. (7) In the performance of his or her functions and the exercise of his or her powers the Chief Executive and Principal Registrar shall comply with any directions given to him or her by the Court. (8) Nothing in this section affects the power of the Court to punish contempts of the Court.
