88 Territory may carry out work if owner contravenes order
(a) the owner of a heritage place or object does not comply with a
repair order for the place or object; and
(b) either:
(i) the period allowed for starting an appeal against the
decision to issue the repair order has ended and no
appeal has been started; or

(ii) an appeal against the decision to issue the repair order
has been finally decided and is unsuccessful.
(2) A heritage officer may enter the place, or place where the object is
located, and have the work carried out.
(3) The reasonable cost incurred by the Territory in carrying out the
work is a debt owing to the Territory by the owner.
(4) In addition, if the order relates to a heritage place comprising land,
the order is an overriding statutory charge, as defined in section 4
of the Land Title Act 2000, on the land.
