135 Presiding member at meetings
(1) The chairperson must preside at all meetings of the Council at
which he or she is present.
(2) If the chairperson is absent from a meeting, the deputy chairperson
must preside.
(3) If the chairperson and deputy chairperson are absent from a
meeting, the members present must elect a member to preside.
