A person is an eligible person if the person: (a) holds a card issued by the Commonwealth and known as a Veteran Gold Card, where the card is expressed to be issued for all conditions; or (b) holds a card issued by the Commonwealth and known as a Veteran White Card, where the card is expressed to be issued for hearing specific conditions.
