8 General criteria for administration of this Act

(1) In administering this Act, due regard must be had to: (a) the limited resources available to provide services and programs under this Act; and (b) the need to consider equity and merit in accessing those resources. (2) In this section:

this Act includes:

(a) the voucher rules; and
(b) the accreditation scheme; and
(c) the rules of conduct.
