PART 4—WASTE FOOD AND REFUSE Division 1—Liquid Refuse 4.1.1 Interpretation approved carrier means a carrier licensed under the Environmental Protection (Controlled Waste) Regulations 2004; liquid refuse includes all washings from the commercial cleaning of vehicles, overflow, bleed off, condensate, and drainage from air conditioning equipment including cooling towers and evaporative coolers and other liquid used for cooling purposes and swimming pool discharges; and
