13 Independence of Commissioner (1) Except as provided by this Act, the Commissioner is not subject to the direction of any person when exercising his or her powers or performing his or her functions. (2) The Commissioner must act independently, impartially and in the public interest when exercising his or her powers or performing his or her functions.
