##### 31. Goods may be sold on refusal to pay charges If any person refuses or fails to pay, in respect of any goods, any charges imposed under this Act, the Authority may, after public notice, order any such goods, or, in case such goods have been delivered, then any other goods on the premises of the railway belonging to the same person, to be sold.
