26 Deciding application The Minister may decide to renew a geothermal retention licence if 1 of the following circumstances applies: (a) the Minister is satisfied the licence holder has met the necessary criteria for the application; (b) the licence holder has not met the necessary criteria, but the Minister is satisfied there are circumstances to justify the renewal.
