10 Issue of permit or notice of refusal
(1) On granting a permit and on receipt of payment of any prescribed permit fee, the Secretary is to issue a permit to the person to whom it is granted.
(2) On refusing to grant a permit, the Secretary is to notify the applicant for the permit, in writing, of that refusal.
