198 Application to Commission – under active consideration be made by the Commission and the Commission had commenced active consideration of the application; but (b) the Commission had not made a decision. (2) The Commission must deal with and determine the application in accordance with the old legislation as if the 2014 Acts had not commenced. (3) However, the Commission's decision is then taken to have been made by the Director-General.
