Mechanically: the regulations list the postal and delivery addresses that count as valid under section 19(1) of the Freedom of Information Act 1982 (see reg 3 and Schedules 1–2). It applies to the Commonwealth agencies and ministers named in those Schedules and to any person lodging an FOI request. It matters because it fixes where requests must be sent or delivered for them to be treated as received, creating a clear administrative rule for requesters and agencies.

Freedom of Information (Addresses) Regulations
I, THE GOVERNOR-GENERAL of the Commonwealth of Australia, acting with the advice of the Federal Executive Council and in pursuance of section 4 of the Acts Interpretation Act 1901, hereby make the following Regulations under the Freedom of Information Act 1982.

Interpretation
Addresses to which requests may be posted, &c.
made in pursuance of the Act may be sent by post to the Department or delivered to an officer of the Department.
(2) For the purposes of sub-section 19 (1) of the Act, an address specified in column 3 or column 4 of an item in Schedule 1, being an address of the agency or each of the agencies specified in column 2 of that item, is an address to which requests made in pursuance of the Act may be sent by post to, or delivered to an officer of, that agency or any of those agencies.
(3) For the purposes of sub-section 19 (1) of the Act, an address specified in column 3 of an item in Schedule 2, being an address of the Minister specified in column 2 of that item, is an address to which requests made in pursuance of the Act may be sent by post to that Minister or delivered to a member of the staff of that Minister.
