31 Application not in accordance with requirements (1) This section applies if an agency or Minister receives an application that does not comply with the requirements under section 30. (2) The agency or Minister must take reasonable steps to assist the person and give the person reasonable time to make the application comply.

(3) The application is taken to have been made when it is made in accordance with the requirements. (4) The agency or Minister need not deal further with the application if, despite the agency or Minister taking reasonable steps and giving the person reasonable time (but not less than 3 months) under subsection (2), the application is still not made in accordance with the requirements under section 30.
