sec.4 Regulation does not affect landowner’s rights
This regulation does not limit a right of an owner of land to use the land or to authorise someone else to use the land for a purpose that, apart from this regulation, would be a lawful purpose. Despite any other provision of this regulation, the use of the land by the owner or other person is not an offence against this regulation.
