sec.39 Advice and recommendations of council
This section applies if— the council gives advice or makes a recommendation about a matter to the Minister or the director; and the council’s decision on the matter is not unanimous. The council’s advice or recommendation must include a fair summary of the views of each council member who did not agree with the decision.
