45 Acquisition was covered by another kind of exemption certificate
If the relevant acquisition was covered by an exemption certificate of a kind not mentioned in section 44, the amount of the vacancy fee is equal to double: (a) the fee worked out under Division 7 of Part 2 that was payable by the person when applying for that certificate; or (b) if the fee mentioned in paragraph (a) was waived—the amount of the lowest fee worked out under that Division that can be payable by a person when applying for a certificate of that kind.
