sec.3 Act binds all persons
This Act binds all persons. However, this Act does not bind the State, a government owned corporation or a rail government entity under the Transport Infrastructure Act 1994 . s 3 amd 2013 No. 19 s 120 sch 1 (sec.3-ssec.1) This Act binds all persons.
