14 Eligibility for listing of communities of flora or fauna A community of flora or fauna is eligible to be listed in the Threatened List if it is— (a) in a demonstrable state of decline that is likely to result in extinction in Victoria; or (b) significantly prone to future threats which are likely to result in extinction in Victoria.
