Plain English Summary

2/10 complexity

This amendment tweaks how the fishing industry funds research through mandatory levies (fees paid by fishers and industry bodies).

What it does:

Updates the levy mix: Changes one type of levy that gets funnelled to the Fisheries Research and Development Corporation, now specifically picking up levies defined under the Fisheries Agreements (Payments) Act 1991.
Sets research spending rates: Dictates exactly what slice of these levies must go toward research:
- 6.84% for existing industry levies
- 2.94% for the newly referenced levy

Who it affects:

Commercial fishers, aquaculture operators, and exporters who pay these mandatory levies
The Fisheries Research and Development Corporation, which coordinates industry research projects

Timing note: Despite being made in May 1998, these changes technically kicked in retrospectively on 1 July 1997 (meaning the new rates applied to that financial year).
