Plain English Summary

2/10 complexity

What this does: This notice bans prawn trawlers operating in the Torres Strait from catching, keeping, or processing tropical rock lobsters (scientific name: Panulirus ornatus).

Who it affects: Fishing boats licensed to trawl for prawns in the Torres Strait Protected Zone or nearby waters. Specifically, this covers boats holding licences or treaty endorsements under sections 19, 20, or 36 of the Torres Strait Fisheries Act.

Why it matters: When prawn trawlers drag their nets, they sometimes catch other sea creatures accidentally—a problem known as "bycatch." This rule protects tropical rock lobster populations by forcing prawn fishers to discard any lobsters they catch, rather than keeping them for sale. This helps prevent lobster stocks from being depleted as an unintended consequence of prawn fishing operations.
