Specialty coral or other coral may be taken in a hand-harvest ITQ year only if the coral is taken under the following hand-harvest ITQ units with unused entitlements for the hand-harvest ITQ year— for specialty coral—DS-ITQ units; for other coral—DO-ITQ units.
