#### 3 Definitions 3 Definitions > > (1) In this Regulation— > > > > government agency means a Public Service agency (within the meaning of the [Government Sector Employment Act 2013](/view/html/inforce/current/act-2013-040)) or public authority. > > > > local consent authority, in relation to any premises or place, means— > > > > > (a) the local council in whose area (within the meaning of the [Local Government Act 1993](/view/html/inforce/current/act-1993-030)) the premises or the place is, or will be, situated, or > > > > > (b) if consent to the carrying out of development on the land concerned is required from a person or body other than the council—that person or body. > > > > pistol club means a shooting club that conducts or organises approved pistol shooting competitions. > > > > security guard means a person who— > > > > > (a) is employed to carry on a security activity referred to in section 4 (1) (c) of the [Security Industry Act 1997](/view/html/inforce/current/act-1997-157), and > > > > > (b) is the holder of a class 1F licence under that Act. > > > > shooting range includes a moveable shooting range. > > > > the Act means the [Firearms Act 1996](/view/html/inforce/current/act-1996-046). > > > > Note. > > > > The Act and the [Interpretation Act 1987](/view/html/inforce/current/act-1987-015) contain definitions and other provisions that affect the interpretation and application of this Regulation. > > > (2) Notes included in this Regulation do not form part of this Regulation. > > **cl 3:** Am 2018 No 44, Sch 2.4 \[1\]; 2021 (314), Sch 1\[1\].
