88 Minors firearms licences—refusal (1) The registrar must refuse to issue a minors firearms licence to an applicant for the licence unless satisfied on reasonable grounds— (b) that the applicant is suitable; and (c) that the applicant has a genuine reason for possessing or using a Note Genuine reasons for possessing or using firearms for minors firearms licences are dealt with in s 91. (d) that the applicant is, or is about to become, a resident of the ACT; and (e) that the application is made in accordance with section 85. (a) the applicant holds a licence of the category applied for; or
