What it does
This instrument revokes Financial Sector (Collection of Data) (reporting standard) determination No. 3 of 2019 and replaces Reporting Standard ARS 720.1 ABS/RBA Loans and Finance Leases with a new Reporting Standard ARS 720.1 in the form published in the Schedule (see opening recital and Schedule, authority line 1). The Determination is made by a delegate of APRA (Alison Bliss, General Manager, Data Analytics & Insights Division) under paragraph 13(1)(a) of the Financial Sector (Collection of Data) Act 2001 and uses the Acts Interpretation Act 1901 (subsection 33(3)) for delegation (opening recital). The instrument is declared to commence on its registration on the Federal Register of Legislation under section 15 of the Act and so applies from reporting periods ending on or after 31 March 2022 (opening recital; paragraph 6).
Mechanically, the Reporting Standard imposes an obligation on specified authorised deposit-taking institutions (ADIs) and registered financial corporations (RFCs) to submit standardised data about loans and finance leases (paragraph 2 and paragraph 7). It prescribes two reporting forms: ARF 720.1A (Standard) and ARF 720.1B (Reduced), sets which classes of financial institutions must complete which form (paragraph 4 and the table in paragraph 4), and fixes the reporting basis, frequency, method of submission and due dates (paragraphs 8-10). Substantive content of the forms and the associated completion instructions are set out in the Schedule and include detailed itemisation by counterparty, product type, security, currency and residual maturity, securitised on- and off-balance sheet exposures, and non‑performing exposures (Schedule: ARF 720.1A/ARF 720.1B and the itemised instructions).
The stated purpose is statistical: information collected via ARF 720.1A and ARF 720.1B is used by the Australian Bureau of Statistics (ABS) and Reserve Bank of Australia (RBA) for Australia’s National Accounts and the credit aggregates; APRA may also use the information for prudential and publication purposes (paragraph 2). The Reporting Standard is explicitly an Economic and Financial Statistics (EFS) Reporting Standard for the purposes of ARS 701.0 ABS/RBA Definitions for the EFS Collection (paragraph 3; Authority 1).
