What it does
This Reporting Standard (GRS 400.0, “Statement of Risk by Country”) defines a country-by-country reporting template and the data-field rules that licensed insurers must follow when they have business operations outside Australia. Mechanically, it (a) prescribes the list of country/region columns to be reported, (b) sets the measurement and presentation rules for each table cell, (c) designates which items are derived sums, and (d) cross-references the applicable AASB and IFRS taxonomy requirements that must underpin the reported amounts. The Standard is explicit that it applies only where the reporting insurer has items of income, expense, assets, liabilities or capital outside Australia, and that reporting is done on a Level 1 (licensed insurer) basis.
Key mechanical requirements in the text include:
- The country/region list and column structure to use in Table 1: Statement of Risk by Country, which lists eight specific jurisdictions or regions (Australia; New Zealand; USA; UK; Japan; South East Asia excluding Japan; Continental Europe; Other) and a ninth column for the total, calculated as the sum of columns 1 to 8.
- A set of named items (Item 1 through Item 21) that must be reported, with a number of those items explicitly described as derived items and specified as calculated sums of sub-items (for example, Item 1 is the sum of Item 1.1 and Item 1.2; Item 14 is the sum of items 9, 10, 11, 12 and 13; Item 21 is the sum of items 15, 16 and items 17 to 20).
- Units and presentation rules: report values in whole Australian dollars (AUD) with no decimal place, convert foreign currency amounts to AUD “in accordance with AASB 121 The Effects of Changes in Foreign Exchange Rates,” and report losses and expenses as negative values.
- Alignment and cross‑references to other Reporting Standards: several items are stated to “align with” items in GRS 310.0 Statement of Profit and Loss and Other Comprehensive Income and GRS 300.0 Statement of Financial Position, with direct references to AASB 17, AASB 101, and AASB 132 where applicable.
