What it does
This Reporting Standard sets mandatory reporting requirements for registrable superannuation entity (RSE) licensees in relation to the Statement of Financial Position form SRF 320.1. The instrument is made under section 13 of the Financial Sector (Collection of Data) Act 2001 (paragraph 1). It requires each applicable RSE licensee to provide APRA with the information specified in SRF 320.1 for each reporting period covering each defined benefit sub-fund that sits within the RSE licensee’s business operations (paragraphs 3 and 5).
Mechanically, the Standard prescribes: the scope of entities and sub-funds to which it applies (para 3); the applicable commencement date for reporting periods ending on or after 1 July 2015 (para 4); the form and electronic method of submission (Direct to APRA, also called D2A) or another APRA-notified method where D2A is not available (para 6); the normal frequency and timing of reporting (annual, per year of income, with returns due within three months after the year of income end, paras 7 and 9(a)); the circumstances in which APRA may change reporting frequency or set an alternative due date (paras 8 and 9(b)); and APRA’s ability to grant extensions in writing (para 10).
The Standard also prescribes quality-control and assurance requirements: the information must be the product of systems, procedures and internal controls reviewed and tested by the RSE auditor on an annual basis or more frequently if necessary, including at least a limited assurance engagement consistent with professional standards and guidance notes to the extent not inconsistent with SPS 310 (para 11). It requires internal review and authorisation processes maintained by the RSE licensee and places responsibility for those processes on the Board and senior management (para 12). Authorisation and submission mechanics are set out: digital signing of submissions using a certificate acceptable to APRA (para 13); retention of completed forms by a licensee when an agent submits on its behalf (para 14); and that the submitting officer or agent must be authorised by either the CEO or the CFO of the RSE licensee (para 15). Finally, APRA may, by written notice, vary SRF 320.1’s reporting requirements for a particular RSE licensee or one or more sub-funds (para 16).
