What it does
This instrument sets out a detailed reporting template and instructions for a liquidity reporting form covering eight substantive sections (Items 1 to 8) that an ADI must populate with balances, flows, ratios, maturities and notification counts and amounts. The text mechanically defines (a) what sub‑items to report, (b) the time references for reporting (current business day and five business days prior for several items), (c) how to treat margins and certain exceptions, and (d) how many derived items the reporting system must calculate (for example items ending in .6 or .6.1). It also prescribes sign conventions and whether items are entered as dollar amounts, percentages to one decimal, counts, or derived totals. The instrument cross‑references other reporting forms and prudential instruments for classification: ARF 210.1A (Liquidity Coverage Ratio - all currencies), ARF 210.2 (Minimum Liquidity Holdings Ratio), APS 210 Attachment A and B, APG 210, and ARF 210.5. It also specifies special treatments for LCR ADIs versus non‑LCR (MLH) ADIs, foreign ADIs, and offshore exposures.
The instrument changes behaviour by creating reporting requirements that will require ADIs to capture intraday or daily snapshots, compute week‑over‑week changes and derived totals, and classify balances across product, counterparty, tenor and jurisdiction dimensions. Where ADI systems cannot calculate margins, limited permissive relief is given: reporting gross amounts is allowed except for item 1.3, and the instrument requires consistency of adjustments across specified ARF forms (ARF 210.2 and ARF 210.5). The text also places operational constraints: repo transactions are to be reported in specific lines regardless of tenor (item 2.5), minimum notice deposits are to be reported according to notice period rather than contractual term, and minimum term deposits with early break penalties are to be reported by expected contractual maturity (Item 6 guidance). Several items are explicitly derived by the reporting system (for example items 1.6, 2.6, 3.6, 6.7, 7), creating a requirement for reconciliations and controls to ensure internal consistency.
