What it does
This Determination revokes Financial Sector (Collection of Data) (reporting standard) determination No. 13 of 2019 and replaces the ARS 744.0 reporting standard with a new Reporting Standard ARS 744.0 ABS/RBA Housing Credit Stocks, Flows and Interest Rates in the form set out in the Schedule (Determination, recital (a)-(b)). The delegate of APRA (Alison Bliss) made the instrument under paragraph 13(1)(a) of the Financial Sector (Collection of Data) Act 2001 and used the Acts Interpretation Act 1901 s 33(3) for interpretation; the delegate declared the standard to commence on registration on the Federal Register of Legislation under s 15 of the Act (Determination, opening text and recital). The instrument is dated 30 July 2021 and commences on registration (Determination, final paragraphs).
Mechanically the Determination imposes a recurring data-collection obligation on specified authorised deposit-taking institutions (ADIs) and registered financial corporations (RFCs). Paragraph 4 sets the coverage test and specifies that reporting occurs on a domestic books consolidation. Where an institution’s housing credit (measured by item 1.1.1.1.1 on ARF 720.1A/B) is at least $6 billion the institution is in scope. If deposits (measured by item 14 on ARF 720.0A/B) are at least $25 billion the reporting institution must complete the Standard form ARF 744.0A; if housing credit ≥ $6 billion but deposits are under $25 billion the institution completes the Reduced form ARF 744.0B (para 4 and the table in para 4). APRA retains discretion to impose a higher threshold on any particular ADI or RFC and will notify the firm in writing if it does so (para 5).
The Standard itself sets detailed content and technical instructions. It requires monthly reporting of housing credit stocks and funding flows, contractual interest rates, cost of funds and derived margins for owner-occupied, investment and non‑resident housing loans; further break-downs include fixed/variable rate, interest-only/amortising, first‑home buyer split, loan value bands, loan‑to‑valuation ratio bands, and residual fixed-term buckets. The Standard prescribes submission method (electronic via APRA’s Direct to APRA tool or another APRA‑notified web method), timing (monthly, within 15 business days after period end), quality controls (annual external auditor review in accordance with APS 310 or RRS 710.0, and internal systems and authorisation controls), and authorisation requirements (digital certificate/digital identity credential acceptable to APRA) (paras 7-15 and the ARF instructions).
