What it does
This instrument, Financial Sector (Collection of Data) (reporting standard) determination No. 27 of 2021, revokes an earlier APRA reporting standard (Determination No. 4 of 2019) and replaces it by prescribing Reporting Standard ARS 720.2 ABS/RBA Deposits (the Reporting Standard), as set out in the Schedule to the Determination (opening recital). The Determination is made by an APRA delegate under paragraph 13(1)(a) of the Financial Sector (Collection of Data) Act 2001 and takes effect on registration on the Federal Register of Legislation; APRA also declares commencement under section 15 of the Act (opening recital and final lines). The specified Reporting Standard itself states its authority (para 1) and its purpose (paras 2-3).
Mechanically, the Reporting Standard does the following:
- Creates two lodgement templates, Reporting Form ARF 720.2A ABS/RBA Deposits (Standard) and Reporting Form ARF 720.2B ABS/RBA Deposits (Reduced), with detailed item-level instructions and derived-field logic (Schedule, forms and instructions).
- Specifies which authorised deposit-taking institutions (ADIs) and registered financial corporations (RFCs) must submit which form, using a rules table based on ADI reporting category and total-asset thresholds, and gives APRA discretion to set different thresholds in writing for particular institutions (para 4; para 5).
- Requires reporting on a domestic-books consolidation basis for each reporting period that applies (para 7).
- Prescribes the frequency of reporting and the due dates: monthly reporting for ADI Category B, ADI Category A with total assets ≥ $200 million, and RFCs with total assets ≥ $400 million; annual (financial year) reporting for RFCs with total assets < $400 million (para 9). The general due date for submissions is within 10 business days after the end of the reporting period (para 10).
