What it does
This Reporting Standard requires certain registrable superannuation entity (RSE) licensees to submit a specified ABS Statement of Financial Position form (SRF 720.0) to APRA on a regular timetable and in a prescribed electronic format. The instrument is made under section 13 of the Financial Sector (Collection of Data) Act 2001 (paragraph 1). It applies to each RSE licensee in respect of each “relevant RSE” within its business operations where the relevant RSE had total assets of at least $200 million at the end of the most recent year of income when reporting (paragraphs 3 and 4). The Reporting Standard operates for reporting periods ending on or after 1 July 2017 (paragraph 5).
Mechanically, the Standard: (a) prescribes the information to be provided to APRA in the SRF 720.0 form (paragraph 6); (b) mandates electronic submission using APRA’s ‘Direct to APRA’ application (also called D2A), unless an alternative method is provided by APRA in writing (paragraph 7); (c) sets default reporting frequency as quarterly based on the RSE’s year of income (paragraph 8), subject to APRA varying frequency by written notice where APRA considers more or less frequent reporting necessary or desirable (paragraph 9); (d) sets due dates for submission, normally within 28 calendar days after the end of the quarter (paragraph 10(a)), with the possibility of alternative timeframes if APRA changes reporting periods (paragraph 10(b)); (e) requires internal systems, processes and controls for review and authorisation of information, and attributes ultimate responsibility for those policies and procedures to the RSE licensee’s Board and senior management (paragraph 12); (f) permits careful estimates when accurate information is not readily available, subject to the RSE licensee’s systems and controls that produce such estimates (paragraph 14); and (g) prescribes authorisation and signature arrangements, including digital certificates acceptable to APRA when using D2A, and CEO or CFO authorisation of submitting officers or agents (paragraphs 15 and 17). The Standard also provides that an RSE licensee must obtain and retain a copy of a completed form if an agent submits on its behalf (paragraph 16), and that APRA may, by written notice, vary reporting requirements in relation to particular licensees (paragraph 18). In short, it creates an ongoing, electronically transmitted data collection obligation, with governance and authorisation requirements, limited scope to use estimates, and APRA discretion to vary both frequency and content for particular entities.
