Plain English Summary

1/10 complexity

This instrument cancels a 2004 net appropriation agreement that had allowed the Migration Review Tribunal to spend its own receipts (fees/charges) without separate parliamentary appropriation. Made by a delegate of the Finance Minister under the FMA Act, it removes that automatic spending authority for the Tribunal (now within the Administrative Appeals Tribunal). The change restores ordinary budget scrutiny and tighter parliamentary control over how those revenues are used.
