What this does

This instrument cancels old agreements that allowed government agencies to keep money they earned from selling goods or services.

Background: Net appropriations

Normally, when Commonwealth agencies collect money (such as fees or sales revenue), they must pay it into consolidated revenue (the government's central bank account). A net appropriation agreement is a special deal that lets an agency keep that money to spend on its operations, rather than returning it and asking for new funding from the budget.

Who is affected

Any agency that held a net appropriation agreement commencing on or before 30 June 2004.

The change

All such agreements are cancelled effective 30 June 2005. This is an administrative cleanup to remove outdated financial permissions and ensure agencies cannot rely on old agreements to retain revenue.
