9B Appropriations for payments on behalf of Territory to be net appropriations Despite section 6 (Necessity for appropriation), if an appropriation for a directorate is made for payments to be made on behalf of the Territory, the directorate may apply input tax credits to which the Territory is entitled for taxable supplies for which the payments are made towards the payments under the appropriation.
