46 Payments by Treasurer The Treasurer may, without further appropriation, make payments needed for— (a) payment of interest on borrowings made for the Territory; or (b) repayment of borrowings made for the Territory; or (c) payment of the expenses of making or repaying borrowings for the Territory.
