43E Financial management responsibilities—accountable officer of declared body (1) The accountable officer of a declared body must manage the following in a financially effective, economical, efficient and sustainable manner— (a) the operations of the declared body; (b) the public resources for which the declared body is responsible. (2) In fulfilling the accountable officer's overarching obligation, the accountable officer is responsible to the board (if any). (3) The accountable officer must report to the board (if any) of the declared body on the accountable officer's overarching obligation.
