This instrument replaces many prior Defence financial regulations and sets new pay rates, bonuses, deductions, travelling and quarters rules for permanent military personnel, warrant and non‑commissioned officers, armament artificers and Militia. Most changes take effect 1 April 1920 (some 1 July or 2 September 1920).
The Commonwealth pays; the Military Board and Commandant exercise discretion over increments, exceptions and disallowances. The changes recalibrate entitlements and claims procedures (travel, rations, district allowance) and create concrete incentives around occupying quarters, claiming travel, and qualifying for pay increments.

REGULATIONS UNDER THE DEFENCE ACT 1903–1918.
I, THE GOVERNOR-GENERAL in and over the Commonwealth of Australia, acting with the advice of the Federal Executive Council, hereby make the following Regulations under the Defence Act 1903–1918, to come into operation forthwith.

Amendment of the Financial and Allowance Regulations for Australian Military Forces and Senior Cadets 1917.
The Financial and Allowance Regulations for the Australian Military Forces and Senior Cadets 1917 are amended as follows:—
“64. Members holding Brevet, Honorary or Acting Rank or appointment shall receive the rates of pay fixed for their substantive rank or permanent appointment.
Members temporarily holding higher rank may, after a period of three (3) months, be paid the minimum pay of their temporary rank provided that a vacancy exists on the establishment for such higher rank.
65. The prescribed rates of pay shall include all allowances except where otherwise provided for in these Regulations."
Regulations 67, 68, 69 and 70 are repealed.
Regulations 71, 72, 73, 74, 75, 76, 76A, 77, 78, 79, 80, 81, 81a, 81b, 81c, 81d, 82, 83, 84, 84a, 85, 86, 87, 87a, 87b, 88, 88a, 88b, 88c, 88d, 88e, 88f, 88g, 89, 90, 91, 93, 94, 95, 98a, 98b, 98c, 99, and 100 are repealed, and the following Regulations inserted in their stead.
“71. The rates of pay for officers of all Arms of the Permanent Military Forces shall, unless otherwise prescribed, be as follows from the 1st April, 1920:—
