The central legal concepts created or clarified by the instrument are: (1) statutory approval of an intergovernmental agreement altering the Financial Agreement; (2) interpretive rules converting old currency references into the new decimal currency; (3) an express operative date; and (4) specified conversion equivalents and limited scope for how the conversions apply to particular provisions.

Statutory approval: Section 2 performs the constitutional and statutory function of approving the Agreement made on 11 February 1966 by the Commonwealth and the States. The Agreement itself states that it amends the Financial Agreement as varied by previous amending Agreements (Agreement cl. 2 and cl. 3). The instrument therefore operates through treaty‑style intergovernmental agreement that is given legislative approval rather than by direct statutory amendment of every relevant statute or instrument. The Agreement contains its own operative and interpretive text; the Act incorporates that text as a Schedule.

Interpretive conversion rule: The Agreement inserts clause 18 into the Financial Agreement. Clause 18(1) sets a reading rule: where an old currency amount is immediately followed in parenthesis by a new currency amount, then from 14 February 1966 the reader must treat the parenthetical dollar/cents figure as the operative reference. This is an interpretive mechanism rather than an open-ended re‑denomination rule. Its grammatical requirement,"immediately followed in parenthesis",is precise and directs how updated versions of the Financial Agreement should be read.

Scope limitation: Clause 18(2) constraints the operation of clause 18(1) in relation to certain references to "£100 ($200)" appearing in cl. 12(5) and cl. 12(6) of the Financial Agreement. It applies that reading-rule only to new loans raised by a State or by the Commonwealth for and on behalf of a State on or after 14 February 1966. That limitation preserves the original currency reading for pre‑existing loans or other transactions falling outside the described category.

Conversion equivalents: Clause 18(3) gives explicit conversion equivalents for the purposes of two specified subclauses in the Financial Agreement (cl. 3(10) and cl. 12(21)). There the equivalences are: One pound equals Two dollars, One shilling equals Ten cents, One penny equals Five‑sixths of a cent. The clause therefore supplies a precise numerical mapping for certain calculations and interpretive needs in specified subclauses.

Reference to amending legislation: Clause 18(4) says that references in clause 18 to the Currency Act 1965 include that Act as amended from time to time. That concept ties the Agreement’s interpretive provisions to the statutory architecture that establishes decimal currency and allows future amendments of the Currency Act to affect the manner in which the Agreement’s provisions will operate against the Currency Act.

Consequential textual amendments: The Schedule to the Agreement records specific textual replacements in the Financial Agreement. Clause 11(2) has a list of monetary figures replaced with the same pound amounts followed by dollar equivalents in parenthesis. Clause 12 has multiple substitutions of shillings and pence references replaced by the same amount followed by a parenthesised dollar/cents equivalent as specified. Those textual changes take the interpretive rule in clause 18(1) and apply it concretely to particular numeric entries.

Operative date and commencement mechanics: The Agreement specifies that its amendments come into force on 14 February 1966 (Agreement cl. 1). The Act, however, provides that the Act itself commences on a day appointed by the Governor and notified by proclamation (s 1(2)). Thus the Agreement specifies an operative date for its amendments while the Act uses the usual executive proclamation mechanism for commencement of the Act. The instrument therefore relies on both an express effective date for the Agreement and the standard commencement provision for the Act’s statutory approval.

Repeal note: The printed Act text includes a note that s 3 has been repealed (s 3: Rep 1999 No 85, Sch 4). The Act’s Schedule, which reproduces the Agreement text, remains the authoritative exposition of what the Agreement changed.

Primary parties recorded in the Agreement are the Commonwealth of Australia and the six named States , New South Wales, Victoria, Queensland, South Australia, Western Australia and Tasmania , and the Agreement expressly uses the term "the States" for the parties of the second to seventh parts (Agreement preamble and signature pages). The changes therefore operate within the intergovernmental compact that governs public state debts and financial arrangements between the Commonwealth and the States, that is, the Financial Agreement originally made on 12 December 1927 and varied by amending agreements in 1934 and 1944 (Agreement recitals and cl. 2).

Entities and documents directly affected:

• The Financial Agreement itself: the Agreement amends clauses of that instrument and adds a new clause 18 to it (Agreement cl. 3 and cl. 4). Any party that relies on the Financial Agreement’s numeric provisions, including the Commonwealth Treasury and State Treasuries, will need to apply the new reading rules and updated figures.
• Borrowers and lenders under the Financial Agreement framework: clause 18(2) expressly targets the treatment of "new loans raised by a State or by the Commonwealth for and on behalf of a State on or after 14th February 1966" for the specific £100($200) references in cl. 12(5) and (6). That subcategory of transactions is therefore singled out for a different application of the conversion rule.
• Administrators of amounts, fees and thresholds captured in cl. 11 and cl. 12 of the Financial Agreement: where the Schedule substitutes parenthetical dollar equivalents for specified shillings and pence amounts, administrators must use the parenthetical figure for post‑conversion operations per clause 18(1).
• Legal practitioners, accountants and auditors who interpret the Financial Agreement for compliance, accounting treatment, or litigation: the interpretive rule in clause 18 dictates which numeric figure is operative after 14 February 1966 where the parenthetical dollar equivalent is present.

Indirectly affected parties include:

• Any statutory instruments or administrative instruments that rely on the Financial Agreement’s figures and reference reading. Those are not listed in the Act, but the Agreement’s inserted interpretive rule will affect any future reading of the Financial Agreement text.
• Parties to contracts or instruments that cross‑reference the Financial Agreement numbers. Where a private contract incorporates figures by reference to the Financial Agreement, the change in how those figures are to be read on and after 14 February 1966 will alter the contractual numeric references if those references are to items amended in the Schedule and are read in the terms specified by clause 18(1).

Who decides and who implements:

• The Commonwealth and State executives authored and signed the Agreement; by s 2 the Parliament has approved it. The Act grants statutory approval but does not itself specify an enforcement agency or administrative regulator. Implementation duties therefore fall to those who administer the Financial Agreement in practice, principally Commonwealth and State Treasuries and the officials who manage State borrowings under the Financial Agreement framework.

Who does not appear in the instrument:

• There are no new private civil penalties or criminal offences imposed by the Act on private parties. The Act does not create administrative sanctions or new compliance regimes imposed on businesses or individuals beyond the interpretive and numerical changes to the Financial Agreement.

The Act imposes no standalone regulatory duties or new rights on private persons. Instead the Agreement modifies how existing duties and entitlements under the Financial Agreement are to be read and applied. The key legal effects for duties and rights arise within the Financial Agreement as amended by the Agreement that the Act approves.

Reading obligations: Clause 18(1) creates a textual rule that functions as an interpretive obligation for anyone reading or applying the Financial Agreement after 14 February 1966. Where the old currency figure is immediately followed by a parenthetical new currency figure, the parenthetical dollar/cents figure must be taken as the operative reference from that date forward. That reading rule creates a duty on administrators, accountants, counsel and judges to interpret particular clauses in the amended Financial Agreement in the manner prescribed by clause 18(1). The duty is procedural and interpretive rather than an affirmative obligation to perform specific acts.

Limitations on application: Clause 18(2) limits the application of clause 18(1) to certain transactions. In relation to the instances in cl. 12(5) and cl. 12(6) where "£100 ($200)" appears, clause 18(2) applies the reading‑as‑dollars rule only to new loans raised after 14 February 1966 by a State or by the Commonwealth for and on behalf of a State. The provision therefore divides the universe of loans into new loans (subject to the converted dollar reading) and pre‑existing loans (outside that reading for this specific reference). That division creates a rights/duties boundary: State borrowers and the Commonwealth retain the pre‑existing currency reference for pre‑existing loans; for new loans the dollar figure operates.

Conversion calculations for specified clauses: Clause 18(3) supplies conversion equivalents to be used for the purposes of operating specific subclauses in the Financial Agreement (cl. 3(10) and cl. 12(21)). Where those clauses require conversion or comparison, parties must use One pound = Two dollars, One shilling = Ten cents, One penny = Five‑sixths of a cent. This creates a substantive rule for calculation where the Financial Agreement calls for it in those subclauses.

Reference to Currency Act as amended: Clause 18(4) treats references to the Currency Act 1965 as including that Act as amended. This creates a forward‑looking linkage that adjusts the interpretive frame depending on amendments to the Currency Act. The duty here is to consult the Currency Act as it exists at the time of operation.

Textual changes in Schedule: The Schedule replaces specific amounts in cl. 11 and cl. 12 by inserting parenthetical dollar equivalents next to pound/shilling/pence amounts. For those clauses the effect of clause 18(1) is that, on and after 14 February 1966, the parenthetical dollar figures replace the old currency figures as the operative amounts for the purposes indicated. This modifies the quantum of rights or obligations expressed in those clauses in so far as the Financial Agreement’s application is concerned.

No new enforcement rights or penalties: The Act contains no new enforcement mechanism, no express administrative obligations, and no new private rights of action. The changes are interpretive and numerical within the Financial Agreement. Any enforcement of duties that flow from the Financial Agreement continues to be governed by the mechanisms and remedies elsewhere provided or by general law.

Practical duties on administrators: Although not expressed as statutory duties within the Act, the Agreement imposes operational duties on those administering the Financial Agreement: update documentation, apply the new reading rules, and treat parenthetical dollar figures as operative for specified items. Clause 18(2) requires administrators to determine whether particular loans fall within the “new loans” category for the £100($200) references in cl. 12(5) and cl. 12(6).

Record‑keeping and accounting rights and duties: The replacement of nominal amounts and the insertion of dollar equivalents in Schedule entries will necessitate changes in accounts and records where those clauses are operative. That follows from the interpretive rule: where records, accounts or statements draw on the Financial Agreement’s figures, they must reflect the dollar equivalents for post‑conversion operations.

The Act and the approved Agreement do not create express penalties, fines, or criminal offences. There is no clause in the Act or in the reproduced Agreement that prescribes enforcement mechanisms, administrative sanctions, or criminal liability for non‑compliance with the interpretive or conversion provisions set out in the Agreement.

Enforcement therefore exists indirectly through existing legal frameworks:

• Any enforcement of monetary obligations or rights that arise after applying the Agreement’s interpretive rules will be pursued under the enforcement regimes that already apply to the Financial Agreement or to the underlying instruments that rely on it. The Act does not add an additional enforcement overlay.
• Disputes about interpretation , for example, whether a particular reference is "immediately followed in parenthesis" by a dollar figure, or whether a loan qualifies as a "new loan" under clause 18(2) , will be matters for legal interpretation and potentially for court determination under ordinary principles and procedures. The Act contains no dispute‑resolution clause, no tribunal appointment, and no procedural enforcement regime for interpreting the Agreement.
• Financial and contractual remedies available under the Financial Agreement, contract law, trust law, or statutory provisions enacted elsewhere will remain the vehicles for enforcing monetary rights or obligations once the Agreement’s interpretive rules have been applied.

Practical enforcement implications for administrators:

• Treasuries and loan administrators will be responsible for applying the conversion rules and for practical administration of amounts, including interest calculations and loan issuance where the Agreement’s reading rules are relevant. Failure to apply the parenthetical dollar amounts in those cases will likely be a matter of legal non‑compliance with the Financial Agreement as interpreted post‑14 February 1966, enforceable through the normal legal channels applicable to that Agreement.
• Because the Agreement supplies conversion equivalents that produce non‑integral cents (for example, One penny equals Five‑sixths of a cent under clause 18(3)), administrators may face practical rounding decisions. The Agreement is silent about rounding rules. Any rounding approach adopted in accounting or contracting could become the subject of dispute, but the Act does not prescribe rounding or enforcement procedures.

No administrative enforcement apparatus: The Act does not designate a department, official, or tribunal tasked with policing or auditing compliance with the conversion provisions. Implementation and monitoring will fall to the relevant financial officers and to parties enforcing contractual or statutory rights that depend on the Financial Agreement.

No penalties for inconsistent secondary instruments: The Act does not explicitly invalidate subsequent instruments inconsistent with the Agreement’s reading rules, nor does it prescribe remedies against officers who fail to apply the conversions. The act of statutory approval, however, strengthens the interpretive position of the Agreement’s conversions in any legal contest over the Financial Agreement’s meaning.

The Agreement expressly links itself with several existing enactments and earlier agreements. The interaction points are explicit and limited to the references included in the Agreement.

Currency Act 1965: The Agreement’s recitals identify the Currency Act 1965 as the enabling statute that provides for the new dollar and cent denominations. The Agreement’s operative cl. 1 ties its coming into force to 14 February 1966, the date on which s 8 of the Currency Act 1965 is to come into operation. Clause 18(4) of the Agreement declares that references to the Currency Act 1965 include that Act as amended from time to time. Therefore the Agreement’s interpretive regime is anchored to the Currency Act and will operate with reference to the Currency Act as it is in force at the relevant time.

Coinage Act 1909-1947: The Agreement refers to the earlier currency statute as "the Coinage Act 1909-1947" when it describes amounts stated in the earlier currency. Clause 18(1) instructs that references to amounts stated in the currency provided for by the Coinage Act that are immediately followed in parenthesis by an amount in the currency provided for by the Currency Act 1965 should be read as the dollar/cents amount for purposes of operation on and after 14 February 1966. Thus the Agreement explicitly creates an interpretive bridge between the old statutory currency regime and the new one.

Financial Agreement and earlier amending Agreements: The Agreement expressly amends the Financial Agreement made on 12 December 1927 as varied by the amending Agreements of 1934 and 1944 (Agreement recitals and cl. 2). The Schedule makes consequential textual amendments to clauses 11 and 12 of the Financial Agreement, and clause 4 of the Agreement inserts a new clause 18 into the Financial Agreement. Therefore the Agreement sits as an instrument that alters intergovernmental finance law through amendment of that core Financial Agreement.

Constitutional provision s 105A: The Agreement’s recitals note that earlier amending Agreements were made pursuant to s 105A of the Constitution of the Commonwealth. The present Agreement is in the same chain of intergovernmental financial agreements; the Act provides parliamentary approval of the 11 February 1966 Agreement made by the Commonwealth and the States. The Act itself does not re‑enact or restate s 105A, but the constitutional provenance for earlier amending Agreements is recorded in the Agreement’s recitals.

Other statutes referenced in the Schedule: The Agreement references particular Acts in the footnotes and explanatory text (for example, the Soldier Settlement Loans (Financial Agreement) Act 1935 and the Financial Agreement Act 1944 are referenced as containing prior amending Agreements). The Act does not purport to amend those statutes; rather it records the historical sequence of agreements that have varied the Financial Agreement.

Effect on instruments that incorporate the Financial Agreement by reference: Where other instruments, contracts, administrative instruments, or statutes incorporate or rely upon the Financial Agreement’s figures or clauses, those instruments will be affected to the extent that the Financial Agreement’s operative amounts and interpretive rules change. The Act does not list or validate those downstream instruments; their interaction will be determined by the usual rules of statutory and contractual interpretation in each case.

No displacement of ordinary law: The Agreement and the Act do not purport to alter general laws of contract, tort, property or public law beyond amending the Financial Agreement’s text and setting conversion rules. Rights and obligations under other statutes will continue to be governed by their own terms, except to the extent that they expressly reference or are premised on figures or provisions in the Financial Agreement.

Forward‑looking linkage: Clause 18(4)’s inclusion of the Currency Act "as amended" means that future amendments to the Currency Act will alter the statutory context in which clause 18 operates. That creates an interaction by reference rather than by direct amendment: the Agreement’s interpretation is dynamic with respect to developments in the Currency Act.

The text included in the Act and its Schedule provides a minimal amendment history but it is explicit in three respects.

Amendments effected by the approved Agreement: The Agreement recorded in the Schedule expressly amends the Financial Agreement (Agreement cl. 3) and adds a new clause 18 (Agreement cl. 4). The Schedule to the Agreement sets out specific amendments to Clause 11 and Clause 12 of the Financial Agreement by substituting parenthetical dollar equivalents next to the existing pound/shilling/pence amounts. Those amendments are a discrete one‑time conversion exercise to take effect on the operative date specified in the Agreement (Agreement cl. 1).

Prior amending Agreements referenced: The Agreement’s recitals state that the Financial Agreement was originally made on 12 December 1927 and has been varied by amending Agreements made 3 July 1934 and 15 November 1944 (Agreement recitals). The Schedule references the 1934 Agreement as set out in the Schedule to the Soldier Settlement Loans (Financial Agreement) Act 1935 and the 1944 Agreement as set out in the Schedule to the Financial Agreement Act 1944. The 1966 Agreement therefore forms part of a sequence of variations to the original Financial Agreement.

Repeal of s 3: The printed Act text includes a formal repeal note for s 3, indicating that s 3 of this Act was repealed by "Rep 1999 No 85, Sch 4". The Act does not reproduce s 3; the note shows that a later legislative change removed that section from the Act. No other amendments to this Act are recorded in the text provided.

Dynamic reference to Currency Act: Clause 18(4) ensures that the Agreement’s reading of "Currency Act 1965" includes that Act as amended. In practice, this clause makes the Agreement partially adaptable to subsequent amendments of the Currency Act, so the Agreement’s operation may shift in the future in response to amendments to the Currency Act. That is a built‑in mechanism for future interaction rather than an amendment history per se.

No recorded amendments to the Schedule entries after 1966 in the text provided: The Schedule sets out explicit conversions and replacements for particular numeric values in Clause 11 and Clause 12. The provided text does not record subsequent changes to those Schedule entries beyond the later repeal of s 3. Any further amendments to the Financial Agreement or to this Act after the entries shown are not recorded in the supplied text.

Signatory record: The Agreement’s signature pages are appended to the Schedule, showing the Prime Minister and the Premiers signing on behalf of the Commonwealth and the States. Those signatures provide evidence of the intergovernmental approval mechanism used for this amendment.

The supplied text contains no record of judicial decisions, court proceedings, or litigation concerning the Act, the Agreement it approves, or the particular conversion provisions inserted into the Financial Agreement. The Agreement’s text does not reference any case law nor does the Act include any notes of judicial interpretation.

What the text does provide is an internal note that s 3 was repealed by a later measure cited as "Rep 1999 No 85, Sch 4". That is a parliamentary amendment record, not a judicial one. The absence of any recorded litigation in the supplied material means the text itself is the only source for the instrument’s content, and any contemporaneous or later litigation concerning interpretation, rounding issues or application to specific loans is not documented here.

Where litigation might arise given the text:

• Interpretive disputes could arise over whether a particular monetary reference is "immediately followed in parenthesis" by a dollar figure (cl. 18(1)). The Agreement’s language is precise but a court could be asked to determine whether a particular drafting layout or an external reference qualifies.
• Disagreements could emerge over whether a loan is a "new loan" for the purposes of clause 18(2). The Agreement does not define "new loan" beyond the temporal description; a court could be asked to determine borderline cases.
• Rounding questions are a natural litigation risk because clause 18(3) specifies that one penny equals five‑sixths of a cent. The Agreement is silent about how to handle fractional cents in accounting and payment, and that silence could be fertile ground for dispute resolution in courts or arbitral fora, although no such cases are recorded in the supplied text.

In short, the supplied instrument contains no litigation history and provides only the legislative text that would be the starting point in any dispute. Any actual litigation history must be sought elsewhere; it is not contained in the materials provided.

The text of the Agreement contains a number of drafting features and interpretive gaps that present practical risks and points requiring attention.

Parenthetical reading rule requires precise formatting: Clause 18(1) applies only where an amount in the old currency is "immediately followed in parenthesis" by an amount in the new currency. That is a formatting and drafting condition. If the Financial Agreement or a downstream instrument omits the parenthetical dollar amount, or places it on a different line or in a differing typographic presentation, there is a potential for dispute about whether clause 18(1) applies. Practitioners must therefore verify that the parenthetical dollar equivalents are present and positioned as required by the clause in every instance where the conversion is intended to operate.

Limited application to certain loans: Clause 18(2) restricts the operation of clause 18(1) for the specific references to "£100 ($200)" in cl. 12(5) and cl. 12(6). It applies only to new loans raised on or after 14 February 1966. That carve‑out means that some transactions (notably pre‑existing loans) will continue to be read against the old currency. The boundary between pre‑existing and new loans will need clear administrative records to avoid disputes. Administratively, Treasuries must maintain loan commencement records to determine which reading applies.

Fractional-cent conversion: Clause 18(3) fixes the equivalence of One penny as Five‑sixths of a cent. That produces fractions of a cent. The Agreement does not specify a rounding rule, which invites practical issues for payment mechanics, accounting and interest calculations. For example, payments denominated in old pence may not map cleanly onto integral cents. The absence of a rounding convention or a specified method for aggregating fractional cents is a notable gap that could give rise to disputes or inconsistent accounting practices.

Selective application of conversions: Clause 18(3) is confined "for the purposes of the operation of sub‑clause (10.) of clause 3 and sub‑clause (21.) of clause 12" , it does not purport to be the universal conversion for all purposes. Practitioners must therefore identify precisely which clauses in the Financial Agreement are to be interpreted using those equivalents and which are governed by the parenthetical rule in clause 18(1). Failure to segregate those uses may generate legal uncertainty.

Reliance on formatting in the Schedule changes: The Schedule alters Clause 11 and Clause 12 by inserting parenthetical dollar figures next to the pound amounts. Clause 18(1) refers to parenthetical dollar amounts as the operative reference. If later consolidations, reprints, or archival copies of the Financial Agreement omit the parenthetical items or alter their placement, the intended conversion may be obscured. Records management is therefore material to legal effect.

Commencement mechanics: The Agreement states that it "shall come into force on the fourteenth day of February, One thousand nine hundred and sixty‑six" (Agreement cl. 1), while the Act’s s 1(2) provides that the Act "shall commence upon a day to be appointed by the Governor and notified by proclamation published in the Gazette." Those two provisions could create timing questions about when statutory approval took effect relative to the Agreement’s operative date if proclamation occurred after 14 February 1966. The supplied text does not resolve whether the approval could be proclaimed with retrospective effect or whether the Agreement’s operative date simply takes effect as a matter of the parties’ intergovernmental bargain. Administrators should ensure documentary evidence of commencement and the timing of proclamation.

No rounding or payment mechanics: The Agreement provides conversion equivalents but does not instruct how monetary flows that result in fractional cents should be handled in practice. That omission demands administrative policy decisions, which, if inconsistent across parties, may invite disputes.

No enforcement language: The absence of penalties or designated enforcement mechanisms means that compliance relies on ordinary contract and public law remedies. Parties should not expect an administrative compliance regime to be created by this Act.

Dynamic link to Currency Act: Clause 18(4) ties interpretation to the Currency Act as amended. Future amendments to that Act could change the interpretive context. There is no safeguard in the Agreement against downstream changes having unintended effects on provisions of the Financial Agreement that the parties thought fixed in 1966.

Signature‑based instrument: The Agreement is signed by political executives (Prime Minister and Premiers). The text assumes executive authority and does not recite parliamentary procedures beyond the Act’s approval. The constitutional mechanics that originally permitted these intergovernmental amendments are referenced in the recitals but not reproduced in this Act. Practitioners should note that the Agreement is an intergovernmental compact approved by Parliament through the Act.

For practitioners charged with implementing or advising on the impact of the Act and the approved Agreement, the compliance task is primarily interpretive, documentary and administrative rather than regulatory.

1. Identify affected clauses and documents

   • Locate the Financial Agreement and identify the clauses amended by the Agreement: the newly inserted clause 18 (Agreement cl. 4) and the Schedule substitutions affecting Clause 11 and Clause 12 (Schedule, Clause 11 and Clause 12 amendments).
   • Identify any downstream contracts, administrative instruments or statutory provisions that refer expressly to the affected clauses or to the specific monetary amounts replaced in the Schedule.

2. Apply the parenthetical reading rule

   • For any provision in the Financial Agreement that retains the old currency figure immediately followed by a parenthetical dollar equivalent, apply clause 18(1): treat the parenthetical dollar/cents figure as the operative amount for operations on and after 14 February 1966.
   • Ensure that printed, digital and archival copies used in practice reflect the parenthetical dollar figures in the exact location required by clause 18(1) to avoid disputes about whether the parenthetical figure is "immediately followed".

3. Observe the limitation for the £100 references

   • For references to "£100 ($200)" in cl. 12(5) and cl. 12(6), apply clause 18(2): the dollar reading applies only to new loans raised on or after 14 February 1966 by a State or by the Commonwealth on behalf of a State. For all other loans, maintain the pre‑existing currency reading unless some other provision applies.
   • Maintain contemporaneous loan commencement records to demonstrate whether a loan is a "new loan" for the purpose of clause 18(2).

4. Use the conversion equivalents where specified

   • Where cl. 3(10) or cl. 12(21) require conversion or comparison, use the exact equivalents given in clause 18(3): One pound = Two dollars, One shilling = Ten cents, One penny = Five‑sixths of a cent. Apply those equivalents only for the purposes specified by clause 18(3).

5. Address fractional cents and rounding

   • The Agreement does not prescribe rounding rules for the Five‑sixths of a cent outcome for one penny. Administrators must adopt and document a rounding policy (for example, rules for rounding to the nearest cent, aggregating fractional cents across multiple payments, or specifying how interest calculations are rounded). Because the Agreement is silent here, consistent internal policy and clear record‑keeping are essential.
   • Record the chosen rounding method in formal policies, accounting manuals and in contractual terms where possible to limit later disputes.

6. Update accounts, contracts and communications

   • Update internal accounting systems, loan documentation, and public statements to reflect the parenthetical dollar amounts for post‑14 February 1966 operations where clause 18(1) applies.
   • Where third parties rely on Financial Agreement figures, notify them of the interpretive change and provide certified copies of the amended clauses if necessary.

7. Consult the Currency Act as amended

   • Clause 18(4) instructs that the Currency Act 1965 is to be read as amended. Ensure that relevant personnel consult the Currency Act as it exists at the time of operation for any implications or definitional changes that may affect the Agreement’s operation.

8. Preserve original records for pre‑conversion transactions

   • Maintain records of pre‑14 February 1966 loans, obligations and calculations so that rights and liabilities that remain pinned to the old currency can be demonstrated and distinguished from those that have been converted under the Agreement.

9. Draft caution into other instruments

   • When drafting or amending contracts or instruments that reference the Financial Agreement’s figures, incorporate explicit language clarifying whether references are to be read in pounds or dollars, and where appropriate reference the Agreement’s clause 18(1) and clause 18(2) to avoid ambiguity.

10. Prepare for dispute contingencies

• Given the absence of built‑in rounding rules and enforcement mechanisms, keep a plan for dispute handling: identify responsible officials, retain legal advisers conversant with the Financial Agreement, and maintain contemporaneous evidence of how conversions and rounding were applied.

11. Document commencement and proclamations

• Preserve records demonstrating when the Act was proclaimed to commence and, separately, evidence that the Agreement’s operative date was 14 February 1966 (Agreement cl. 1). Such documentation will be useful in any later question about whether a particular action was within the temporal scope of the converted provisions.

Following these steps will not eliminate the need for legal judgment in close cases, but they implement the Agreement’s core instructions: use parenthetical dollar figures as operative where present, apply the narrow loan exception in clause 18(2), use the literal conversion equivalents where specified, and make explicit administrative choices where the Agreement leaves operational gaps such as rounding.
