What it does
This instrument, titled Federal Financial Relations (National Partnership Payments) Determination No.166 (April 2020), fixes a set of Commonwealth payment obligations to the States and Territories and records the amounts, purposes and program-level allocations for a series of National Partnership Payments scheduled for payment on 7 April 2020. Section 3 of the determination states that the amounts in Table 1 are "to be paid to the States specified in that table" for the purposes described: to support delivery of the specified outputs or projects in Schedule 1, to facilitate the reforms specified in Schedule 1, or to reward the States for the nationally significant reforms specified in Schedule 1 (s 3(a)-(c)). The instrument commences on the day it is made (s 2).
Mechanically, the instrument does three things that are visible on its face. First, it lists the recipients (New South Wales, Victoria, Queensland, Western Australia, South Australia, Tasmania, Australian Capital Territory, Northern Territory) in Table 1 and Schedule 1. Second, it sets precise dollar amounts for each recipient to be paid on a stated payment occasion, namely the payments "for payment on 7 April 2020" as reflected in the Table 1 heading and Schedule 1. Third, it breaks those aggregate payments down by program and program categories in Schedule 1, showing the distribution of each State or Territory's allocation across Health, Education, Community Services, Infrastructure and Environment items.
The Schedule 1 detail is part of the operative content: Schedule 1 enumerates line items such as "Improving Trachoma Control Services for Indigenous Australians", "National School Chaplaincy Program", "Infrastructure Investment Programme - Investment Road", and a number of Northern Australia and Heavy Vehicle Safety items, and it attributes dollar amounts to particular States (for example, $50,780,084.00 to New South Wales under "Infrastructure Investment Programme - Investment Road"). The schedule produces a grand total of $173,387,684.39 across all States and Territories for the payment occasion.
