What it does
This Determination, titled Federal Financial Relations (National Partnership Payments) Determination No. 150 (28 June 2019), records a set of one-off national partnership payments to the States, and specifies their purposes and amounts. Section 2 sets commencement, stating the instrument "commences on the day on which it is made" (s 2). Section 3 provides the operative direction: "The amounts specified in the following table are to be paid to the States specified in that table for the purpose of making a grant of financial assistance to: (a) support the delivery by the States of specified outputs or projects specified in Schedule 1; (b) facilitate the reforms by the States specified in Schedule 1; or (c) reward the States for the nationally significant reforms specified in Schedule 1" (s 3).
Mechanically, the Determination does three things. First, it lists the eight recipient jurisdictions by name and fixes a discrete dollar amount for each in Table 1. The amounts are specified to the cent and total $1,747,819,972.84 as the aggregate payment on 28 June 2019. Second, it ties those payments to purposes that are elaborated in Schedule 1: the payments are money "for the purpose of making a grant of financial assistance" directed to support delivery of outputs or projects, to facilitate reforms, or to reward reforms specified in Schedule 1 (s 3). Third, it notifies that Schedule 1 "provides further information on these payments" and includes Schedule 1 as part of the instrument.
The table in the Determination is explicit about the timing for the payments: it is a table of "National Partnership Payments for payment on 28 June 2019". The Table 1 entries are: New South Wales $532,691,401.35; Victoria $186,594,910.77; Queensland $686,392,695.46; Western Australia $76,463,427.00; South Australia $112,849,999.51; Tasmania $17,414,567.00; Australian Capital Territory $17,334,843.75; Northern Territory $118,078,128.00; total $1,747,819,972.84 (Table 1). Schedule 1 is attached and described as "Schedule 1 to this determination provides further information on these payments", with its own heading and graphical inclusions, but the Determination text as provided does not reproduce machine-readable detail of the Schedule beyond that statement.
