What it does
This Determination, titled Federal Financial Relations (National Partnership Payments) Determination No. 134 (June 2018), fixes a set of one‑off payments by the Commonwealth to the States and Territories and sets out the purposes for which those payments are made. Section 3 states the legal effect in concise terms: "The amounts specified in the following table are to be paid to the States specified in that table for the purpose of making a grant of financial assistance to: (a) support the delivery by the States of specified outputs or projects specified in Schedule 1; (b) facilitate the reforms by the States specified in Schedule 1; or (c) reward the States for the nationally significant reforms specified in Schedule 1." The Determination therefore operates as a directive that particular monetary amounts in Table 1 are to be transferred to the named State or Territory for the enumerated purposes. The instrument commences on the day it is made, per clause 2.
Mechanically, the Determination contains (i) a Table 1 headed "National Partnership Payments for payment on 7 June 2018" which allocates an overall payment by State and Territory, and (ii) Schedule 1 which breaks that total down by program, project and policy area (Health, Education, Community Services, Affordable Housing, Infrastructure, Environment, Other and Contingent Payments). Table 1 aggregates the payments by jurisdiction and shows the Total National Partnership Payments as $1,445,427,960.94. Schedule 1 is the operative detail: it assigns dollar amounts to named programs such as "Adult Public Dental Services", "Early childhood education - Universal access to early education", "Infrastructure Investment Programme - Investment Road", "Kamay 250th Anniversary Project", "Royal Darwin Hospital - equipped, prepared and ready" and a large contingent payment item labelled "Natural disaster relief" for Queensland.
