What it does
This instrument, titled Federal Financial Relations (National Partnership Payments) Determination No. 122 (July 2017), specifies discrete Commonwealth payments to States by reference to a table and an attached Schedule 1. Section 2 states that the determination "commences on the day on which it is made." Section 3 directs that "the amounts specified in the following table are to be paid to the States specified in that table" and frames the purpose of those payments: to make grants of financial assistance to support the delivery by the States of specified outputs or projects set out in Schedule 1; to facilitate reforms by the States listed in Schedule 1; or to reward the States for nationally significant reforms specified in Schedule 1.
Mechanically, the instrument performs three functions. First, it identifes the recipient States and the precise amounts payable to each State on the date stated in the table (payment on 7 July 2017). The table in the determination sets specific dollar amounts for New South Wales ($57,392,815.42), Victoria ($38,648,034.50), Queensland ($40,316,131.21), Western Australia ($34,417,128.16), South Australia ($14,352,425.68), Tasmania ($4,759,986.33), the Australian Capital Territory ($4,426,524.58) and the Northern Territory ($25,418,250.07), with a declared total of $219,731,295.95. Second, Schedule 1 breaks that aggregate and the State totals into programmatic line items and projects (for example, "Essential vaccines", "Legal Assistance Services", "Remote Indigenous housing", "Home and community care", "Specialist disability services", and "Disaster resilience"), showing how the total payment figure is allocated across program categories and States. Third, the determination is declarative rather than prescriptive about modalities: it sets amounts, recipients and purposes but does not, within its text, include operational clauses such as detailed milestones, reporting templates, clawbacks or explicit enforcement provisions.
