What it does
This Determination, Federal Financial Relations (National Partnership) Determination No.157 (January 2020), establishes specified lump sum payments to Australian States and Territories to be paid on 7 January 2020. The instrument commences on the day it is made (see Commencement, cl 2). Clause 3 directs that the amounts set out in the following table are to be paid to the States specified in that table for three stated purposes: to support delivery by the States of the specified outputs or projects set out in Schedule 1; to facilitate the reforms by the States specified in Schedule 1; or to reward the States for the nationally significant reforms specified in Schedule 1 (cl 3(a)-(c)).
Table 1 identifies the recipient States and Territories and the aggregate dollar amount for each: New South Wales $151,007,727.00; Victoria $31,362,000.00; Queensland $240,801,987.00; Western Australia $91,537,264.33; South Australia $23,719,472.00; Tasmania $23,295,268.00; Australian Capital Territory $4,101,328.00; Northern Territory $54,129,232.00; and a total of $619,954,278.33. The Table header and Schedule 1 indicate these figures are for a payment on 7 January 2020.
Schedule 1 breaks the total down by sector, program and State. The schedule shows a concentrated allocation to infrastructure programs (total $466,001,791.00) and a separate, large allocation to Legal Assistance Services across the jurisdictions (total $132,093,000.00). Smaller allocations appear for health (Adult Public Dental Services, total $10,746,280.00), education (National School Chaplaincy Program, $7,593,366.00 to South Australia), community services (specialist disability services, $2,351,333.33 to Western Australia), environment programs ($1,150,000.00) and contingent disaster recovery funding ($18,508.00 to the ACT). The schedule therefore both specifies dollar quantum and links funds to named programs and purposes.
