What it does
This instrument is a ministerial payment determination made under subsection 9(1) of the Federal Financial Relations Act 2009. The determination is signed by Kelly Megan O’Dwyer, Minister for Revenue and Financial Services, and dated 18 January 2018. Clause 2 states the determination commences on the day it is made. Clause 3 states that the amounts specified in the table that follows are to be paid to the States for the purpose of making a grant of general purpose financial assistance to those States. The table is headed "General purpose financial assistance for payment on 22 January 2018", so the determination specifies both the amounts and the intended payment date.
On its face the determination directs the Commonwealth to make two positive payments in the schedule: Western Australia is to receive $52,740,859.01 and the Australian Capital Territory is to receive $3,296,804.93. The schedule shows a number of States and Territories with a dash in the amount column, which the instrument presents in lieu of a numeric payment; the table also states a total of $56,037,663.94, which equals the sum of the two numeric entries. The instrument therefore fixes specific, cent-level amounts to be paid in Australian dollars on or for the payment date stated in the table.
Mechanically, the determination is an exercise of the Ministerial power under s 9(1) of the Federal Financial Relations Act 2009 to specify amounts of general purpose financial assistance. It does not in itself set conditions, reporting obligations, or allocation formulas beyond the single-purpose description "for the purpose of making a grant of general purpose financial assistance to those States." It is a one-off schedule for a particular payment round (payment on 22 January 2018), not a standing or formulaic adjustment in this instrument. The document repeats its name and table content in duplicate text, which is present in the published instrument.
