Plain English Summary

1/10 complexity

This document is a commencement proclamation — essentially the legal 'on switch' for parts of an existing law.

Under the Federal Circuit Court of Australia Legislation Amendment Act 2012, Parliament had already passed changes to the Federal Circuit Court rules, but left the start date flexible. This Proclamation, made by the Administrator of the Government, fixes 12 April 2013 as the day when Schedules 1 and 2 of that earlier Act actually take effect.

What this means:

The legal changes contained in those two schedules became enforceable on 12 April 2013
This is a procedural instrument — it doesn't create new rules itself, but activates rules Parliament has already approved
It allows the government to control exactly when complex legal changes begin (giving courts and lawyers time to prepare)
