These regulations hand the Federal Capital Commission (the body running Canberra in the 1920s) three new jobs usually handled by state or local governments:

Running schools – responsibility for public education in the Territory
Keeping the peace – providing police services
Running pubs and guesthouses – operating hotels and boarding houses for visitors and residents

The rules also fix a technical gap about leases (rental contracts for land and buildings). Previously, the Commission might only have controlled leases it signed itself; now it clearly manages leases made in the name of the Commonwealth Government too.

In short, this turns the Commission from a construction and planning authority into something closer to a local council with everyday municipal powers over the national capital.

REGULATIONS UNDER THE SEAT OF GOVERNMENT (ADMINISTRATION) ACT 1924-1926.

I, THE GOVERNOR-GENERAL in and over the Commonwealth of Australia, acting with the advice of the Federal Executive Council, hereby make the following Regulations, under the Seat of Government (Administration) Act 1924-1926, to come into operation as on and from the first day of January, One thousand nine hundred and twenty-five.

Federal Capital Commission’s Powers Regulations.

Short title.

These Regulations may be cited as the Federal Capital Commission’s Powers Regulations.

Extension of powers of Commission.

The powers of the Commission in relation to the Territory shall extend to—

(a) public instruction and education;

(b) the provision of police services;

Powers of Commission in relation to lease.

The powers conferred, on the Commission by section 14a of the Seat of Government (Administration) Act 1924-1926 shall extend to, and shall be exercisable in respect of, leases granted for or on behalf of or in the name of the Commonwealth.
